For adbrite such lines are ok. But for google adsense such lines are forbidden. For google adsense you just have to put the advertisements with no encouragement to click/browse. You also need to check the program policies to comply with them.
              
  7. Getting 10 active members will be really easy: just implement yourself, keep doing yourself, and keep telling people what you do, people will also join ultimately.

    • Refer more and more people. Do not limit yourself to only 10. The idea is sending your web-page to 1 million or more people who will actively browse your webpages
